Louisiana's Clean Energy Role

CCE Louisiana was launched because the Pelican State has expansive potential for clean energy innovation. Our mission is to educate Louisiana on the benefits of collaborative, cost-effective clean energy solutions while helping Louisiana’s energy leaders and policymakers pursue these solutions, creating jobs and driving our economy forward.

With its rich environment and natural resources positioning the state as an enduring host for energy endeavors of all forms, Louisiana possesses a formidable legacy in the energy sector. The state’s storied history of reliable energy output makes it a prime candidate for renewable energy endeavors that could benefit commercial and residential consumers, both urban and rural.

We know Louisiana’s existing oil & gas and petrochemical players have positively impacted the state’s economy for decades. We also know customers are demanding that companies utilize renewable energy in their operations. In order to remain competitive and compete for capital expansion projects, we must empower them to respond to customer demand for lower carbon products.

CCE Louisiana works with the state’s conservative policymakers and energy influencers, spotlighting the under-utilized potential Louisiana has to become a national leader in the emerging clean energy economy. All the ingredients exist. Louisiana consistently retains engineering talents who shape the future of Louisiana’s energy industry. If leaders and policymakers invest in smart and sustainable energy innovation, a clean energy boom for Louisiana is imminent.

Priority issues

  • Supply chain for Louisiana’s offshore wind industry
      • Already a leader in oil and gas, Louisiana is positioned to invest in the supply chain of offshore wind industry and to emerge as a new leader in clean energy. In an extensive report published this year by the Pew Charitable Trust and other organizations, Pew senior energy officer Courtney Durham Shane said Louisiana is “poised to generate over $100 billion in private investment and nearly 50,000 jobs in this country, much of which can be realized by Louisiana businesses and workers.”
      • In the wake of the federal government’s announcement of scores of offshore lease opportunities in the Gulf of Mexico, the report highlighted Louisiana’s “potential to power up to 1.2 million homes and create jobs and economic development across Louisiana.”
    • Carbon Capture
      • Carbon capture storage has become a primary topic in Louisiana, as evidenced by the state’s 2024 Regular Legislative Session. Significant bills included Act 645, which authorizes unitization for carbon dioxide sequestration, and Act 415, which limits the amount a plaintiff can receive from lawsuits regarding carbon dioxide sequestration. Both of these bills were signed into law by Louisiana’s Governor Jeff Landry.
      • Several anti-carbon capture bills surfaced during the 2024 Session, but these bills were defeated in their committees of origin.
      • Additionally, private investments in Louisiana carbon capture projects have exceeded $20 billion and will create thousands of jobs, according to Louisiana Economic Development.
    • Clean Hydrogen
      • Louisiana is poised to embrace clean hydrogen initiatives. In a notable victory for clean hydrogen efforts, the Louisiana legislature passed HCR 64. The resolution (initiated by the Clean Air Task Force) creates the Clean Hydrogen Task Force to study and make recommendations with respect to growing the clean hydrogen industry in the state, including its production, connective and storage infrastructure, and end use.
      • Factors which influenced the creation of the resolution cited Louisiana’s history as a lead energy carrier for the nation, a top energy producer, and the primary energy consumer in the U.S.
      • Air Products’ upcoming Louisiana Clean Energy Complex will focus its output in producing blue hydrogen. Once operational, the facility will represent the largest clean hydrogen investment in Louisiana to date.

CCE-Louisiana is a part of the 26-state Conservative Energy Network (CEN), a national network of conservative clean energy advocates focused on promoting clean energy innovation rooted in conservative values.

Will Hardy | State Director

Baton Rouge, LA

A deft communication professional with diverse experience, Will joined Southern Strategy Group in 2024 as the Marketing & Special Projects Director. Will graduated summa cum laude from LSU’s Manship School of Mass Communication and uses the writing, editing and public relations skills he learned there to communicate effectively and impactfully. After gaining experience in nonprofit work as an intern at Louisiana Wildlife Federation, he launched his full-time career as a communications specialist at b1BANK before jumping into creative agency work at Feigley Communications, where he helped plan, implement and evaluate multiple campaigns for a variety of clients. Now, he is beyond excited to enter a new chapter as state director at CCE-LA and leverage his communication skills to advance clean energy work in Louisiana.
